1. Transformation of the whole of Tibet into a zone of peace;
  2. Abandonment of China’s population transfer policy which threatens the very existence of the Tibetans as a people;
  3. Respect for the Tibetan people’s fundamental human rights and democratic freedoms;
  4. Restoration and protection of Tibet’s natural environment and the abandonment of China’s use of Tibet for the production of nuclear weapons and dumping of nuclear waste;
  5. Commencement of earnest negotiations on the future status of Tibet and of relations between the Tibetan and Chinese peoples.

Today, in the whole of Tibet 7.5 million Chinese settlers have already been sent, outnumbering the Tibetan population of 6 million. In central and western Tibet, now referred to by the Chinese as the “Tibet Autonomous Region”, Chinese sources admit the 1.9 million Tibetans already constitute a minority of the region’s population. These numbers do not take the estimated 300,000-500,000 troops in Tibet into account – 250,000 of them in so-called Tibet Autonomous Region.

I propose that the whole of Tibet, including the eastern provinces of Kham and Amdo, be transformed into a zone of “Ahimsa”, a Hindi term used to mean a state of peace and non-violence.

For the Tibetans to survive as a people, it is imperative that the population transfer is stopped and Chinese settlers return to China. Otherwise, Tibetans will soon be no more than a tourist attraction and relic of a noble past.

Article 5: An end shall be put without delay to governmental and other public policies of racial segregation and especially policies of apartheid, as well as all forms of racial discrimination and separation resulting from such policies.

  2. Can anyone in the world claim land that he has never seen, never walk on, never till or tend to, just base on story of politicians past or present?
    Can any one who claim land based on those flimsy reasons adopt aparthied, segregation, unequal right for people of different race or religion? This is not acceptable to civilized people except in the past in South Africa and the America.
    Only fools will support Dalai Lama’s racist idea using cultural preservation as an excuse.
    Tibetan is just another name of human race appeared at this time in the long history of humankind, no more and no less. Whether they are minority or majority it is all in their mind. Just like glass of water can be half full or half empty. No culture is permanent, same with human race. Cultural interaction ensure continue relevancy. In-breeding is a sure cause for extinction.
    Buddhism is simply the understanding and acceptance of uncertainty in life and nature, not alot of empty talks to please imperfect people.

  3. nice blog

  4. What is wrong with these five points? He is trying to preserve the natural Tibet. He thinks that Tibet is being taken over by the Han Chines – which is quite legit as far as I can see. I do not see anything evil here.

  5. Scott,
    Your comment just shows us how much you know about Dalai and Tibet. Outside of TAR, those areas are traditionally inhabited by more than one ethnic group. Not just Tibetans.

    Yet, Dalai claimed that other people have to leave. Does that sound right to you?

    • @realbrandon: If you read carefully, the Dalai Lama wishes only for the newer so-called ‘economic migrants’ to leave. It is not merely chance that led so many ethnic Han Chinese from the mainland to go to Tibet, because if you think about it Tibet is not a very hospitable location in terms of landscape and climate.

      The migrants all come to Tibet because the Chinese government actively encourages them to, by offering incentives, benefits, etc.

      Please don’t try to school someone about how much they know before questioning the validity your own knowledge and reasoning.

  6. I have to point out that the Great Tibet that the current Dalai is promoting does not include Tawang, now controlled by India, even though Tawang was the birth place of the 6th Dalai Lama. Why?

    Should China also cover Malaysia, Singapore, and many other places (including the Chinatowns in the U.S.) because a lot of Chinese are living there? Do you see the absurdity of the logic?

  7. Good analysis !

  8. “Abandonment of China’s population transfer policy which threatens the very existence of the Tibetans as a people” and also “it is imperative that the population transfer is stopped and Chinese settlers return to China”

    this is borderline racism seen in 19th century America and the yellow peril attitude portrayed in your blog and is very hurtful. If you continue with your portrayals of Chinese people (which Tibetans are as well) you are got to have serious problems. i mean, the world is full of different races.

    it is ironic that you said an end to apartheid must be done.

  9. 大西藏?

  10. Tibetan children don’t even get educated in Tibetan language, they are forced to learn chinese – it’s a form of cultural genocide.

    • I have to say that, as a Cantonese, I didn’t learn my mother tongue in school too. Please also note that, the information you got from DALAI is doubtable. Tibetans DO learn how to write their own language too. There are still many Tibetan youths can only speak Tibetan rather than Han. Don’t get your self seeming GREAT.

  11. 这翻译 太恶心了

  12. What the Chinese have done to Tibet and the Tibetans, and continue to do, IS EVIL! China means to obliterate Tibetan culture and reduce it to a tourist attraction. The stolen land is being raped and abused for resources. Ignorant Chinese are being PAID to live and work there! SICK people that support this, SICK, lying government.
